Paul Nieuwenhuis attitudes of the public to transport policy There are clear divergences in attitudes about the acceptability of different transport policies, and understanding these attitudes to policy is important to formulating policy. Numerous opinion surveys have shown that push measures (for example improving public transport or creating pedestrian zones) are generally considered much more acceptable than pull measures (for example road tolls or fuel prices). Measures to support public transport are generally seen as the most acceptable and effective of all pull measures, while fiscal measures such as road pricing, parking charges and fuel taxes are seen as the least acceptable of push measures.
M85 became a popular alternative fuel in parts of the United States from the early 1990s. More recently, methanol has come to be regarded as a useful source of hydrogen for feeding fuel cells. In this application it may prove more useful than as a direct fuel for internal combustion engines. There have also been several attempts at developing alternative fuels for diesel engines. Many heavy diesel engines have now been converted to run on gaseous fuels for use in urban areas to reduce emissions.
At many slot-constrained airports where demand exceeds capacity, slots (the right to land or take off during a specific time interval) are usually allocated according to ‘grandfather rights’; an airline that used a slot in the previous period may also operate it in the current period. This means that slots are not necessarily used by the airlines that value them the most; another allocation might lead to higher welfare. Welfare levels at airports following the first-come, first-served principle also do not reach optimal welfare levels because of congestion costs.
