Congress declared war on Mexico on May 13, 1846. On August 8, 1846, Polk asked Congress for $2 million to finance costs associated with the treaty negotiations with Mexico. The war had only begun three months earlier, so the request for appropriations to conclude the war was premature.
The nullification convention met again and overturned its nullification of the 1828 and 1832 tariffs. Because the compromise had already dealt with the issue of these tariffs, the convention’s actions 55 56 causes of the civil war were unnecessary and largely symbolic. The convention was not finished, however. Before closing, the convention nullified the force act. Again, such a resolution was only symbolic, since the force act only applied if South Carolina attempted to interfere with the collection of tariffs.
