STATE CULTURE AND POLITICAL CULTURE ‘Political culture’ refers to rules, norms, values and practices according to which politics and the use of power plays itself out – or ideally should play itself out – in the interaction between state and nation. They are widely accepted as the basis of perceptions, discourses and actions or behaviour related to politics, law and constitutionality, citizenship, democracy, representation and nationality (Almond and Verba 1963, Klingemann and Fuchs 1995, Woshinsky 1995).
These practices can be studied at two interlocking levels: ‘anthropological’ and ‘political’.
