As with any rule of thumb it is not exact, but it emphasizes the fact that in this industry seconds saved can add up to millions earned. In addition, small ideas can normally be implemented under a small budget, with small risk, and small, if any, installation disruption to normal operations.
While the cranes/shuttles could move from track to track, they did not use the GRAIL switches, but rather more conventional switches that were operationally proven but much slower. Also, the installed minisystem did not include a shuttle track spur to the ship, and as a result, the cargo had to be delivered to hostlers/ chassis to move the cargo out of the matrix storage system. Because of this, many of the predicted benefits of the system could not be fully realized. One of the major development costs for the GRAIL was the creation of a safe, automated control system.
But more importantly, each smaller project, or phase, should ideally be able to provide benefit to the terminal on its own. This will allow the terminal to examine the real-life benefits and problems with the technology before fully committing to the full project. If any phase of the Automated Container Terminals 39 project were implemented and did not provide the full benefits expected, the future phases need not be built. In the following sections a number of automated terminal concepts that have been proposed will be discussed, in no particular order.
