The challenge lies in contextualizing these qualities, clarifying the values underlying our choices, and reifying those values in the organizations and networks that determine the outcomes of those choices (Pollitt, 2003). This is a formidable challenge, as Argyriades (2006) demonstrates in his analysis of governance during the past two decades.
It might sometimes be labelled in the simple terms of ‘government run like a business’; it is in fact a comprehensive approach.
