The total project cost is now estimated at US$133 million, but may be expanded by increased government co-financing. The project has three main components. The second component aims at upgrading the observation networks that are most important in supporting Russia’s key weather-affected sectors, including storm mitigation in the most vulnerable river basins, municipal services in the largest cities, energy enterprises (which benefit from surface stations in the north), aviation (especially upper-air sounding over Siberia), environment and agriculture, which will be a principal beneficiary of upgrades in observing lead times and accuracy.
